EFCG Announces Gayle Packer as the 2025 CEO of the Year

Dana Point, CA - September 30, 2025 – The Environmental Financial Consulting Group (EFCG) is proud to announce that Gayle Packer, President & CEO of Terracon, has been named EFCG’s 2025 CEO of the Year.
Ms. Packer was presented with the award during EFCG’s Annual CEO Conference, held September 29 – October 1, 2025 in Dana Point, California. This year marks her 10th year attending EFCG’s CEO Conference, underscoring her long-standing commitment to fostering industry dialogue and collaboration. Each year, the conference brings together 250+ executives across the Architecture, Engineering, and Consulting (AEC) Industry to engage on the AEC industry’s most critical financial and strategic challenges.
This distinguished recognition celebrates Ms. Packer’s exceptional leadership and impact. Under her guidance, Terracon has not only accelerated its growth trajectory and elevated its industry profile but has done so with an unwavering commitment to employees and clients. Her leadership has been recognized through numerous honors, including the 2024 Entrepreneur of the Year Heartland Award, the 2022 EBJ Award for Social Contribution through the Terracon Foundation, and ENR’s 2022 #1 ranking in Asbestos and Lead Abatement, as well as organizational achievements such as the 2021 CCBJ Award for Industry Leadership in Disaster Response and being named one of Kansas City’s Best Places to Work in 2021.

Since becoming President & CEO of Terracon, Ms. Packer has led the company to continued profitable growth without compromising safety. In 2022, the company reached a revenue milestone of $1 billion, evolving through internal growth and strategic acquisitions. Today the company continues this successful strategy while expanding service offerings, embracing a strong culture of innovation and sustainability and achieving national recognition.
