David Sweeney became an EFCG Senior Advisor following his retirement as CEO and President of RS&H, where he led the firm from 2015 to 2025 and now serves as Chair of the Board. He joined RS&H in 1998 and held a series of senior leadership roles over nearly three decades, including National Bridge Service Group Leader, National Transportation-Infrastructure Practice Director, and Chief Operating Officer. Over the course of his career, he has built more than 35 years of experience leading professional services firms serving both public and private sector clients.
During his tenure as CEO, RS&H grew revenue from $175 million to $600 million, expanded to more than 1,900 employees across 75 U.S. offices, and improved profitability from single-digit to consistent double-digit returns on revenue. He also led a significant organizational transformation beginning in 2021 to position the firm for future growth. In addition to his executive leadership experience, David has served on the boards of RS&H, Woodard & Curran, and SSR, and has been active in a range of industry, civic, and business organizations, including the Florida Chamber of Commerce, the Florida Council of 100, and the Jacksonville Civic Council.
David holds a Bachelor of Science in Civil Engineering degree from Rensselaer Polytechnic Institute.
