Texas Approves $138B Unified Transportation Program for the Next Decade
The Texas Transportation Commission has approved the state DOT's 2027 Unified Transportation Program, a $138 billion investment over the next decade directed at roadways and other infrastructure.
Beyond roadways, project types include public transportation, maritime, aviation, rail, freight, international trade, and bicycle and pedestrian connectivity. The program builds on TxDOT's February construction season plans.
Many of the targeted projects appear on the state's 100 Most Congested Roadways list, which cost commuters nearly $15 billion and more than 523 million hours in traffic delays in 2024. Abbott cited above-average 2024 GDP and population growth as drivers of the investment.
The program arrives as Congress debates a surface transportation reauthorization bill to replace the $1.2 trillion Infrastructure Investment and Jobs Act (IIJA), which expires September 30. For AEC firms with transportation practices in Texas, the UTP offers a decade of state-level pipeline visibility while the federal outlook remains unresolved, and Texas staffing and pursuit decisions should account for that gap.
Army Selects Five Developers for $2.2B Program to Deploy Privately Owned Microreactors
The U.S. Army selected five developers for a $2.2 billion program to deploy privately owned nuclear microreactors at military installations. The awards are the first under the Army's Janus Program, launched in October 2025 to develop commercially owned and operated microreactors capable of providing long-term power at military sites.
The Army expects the program to result in more than 20 reactors. Unlike conventional federal power projects, the Army will not own the plants, leaving the selected developers to own and operate them commercially.
Janus succeeds the Defense Department's Project Pele and draws on the Energy Department's Reactor Pilot Program, launched in June 2025. BWXT, which won the Pele prototype contract in 2022, is manufacturing a 1.5-megawatt reactor in Lynchburg, Virginia, for testing at Idaho National Laboratory.
The Army has said it is seeking systems that deliver power at high-capacity factors for years of operation rather than reactors that run briefly for a demonstration. For AEC firms with energy and federal practices, a program of more than 20 privately owned units points toward standardized, repeatable design and siting work, procured by developers rather than government agencies.

E Source, a Texas-based grid, operations, and customer solutions company focused on the utility sector, backed by Align Capital Partners, has acquired Aneden Consulting (Aneden), a Washington-based power systems engineering firm specializing in interconnection and compliance serving transmission asset owners, ISOs, RTOs, independent generators, and renewable energy developers across the US and Canada. Aneden will join E Source's Grid Engineering and Interconnection solution area, strengthening E Source's ability to guide utilities, developers, and hyperscalers through interconnection due diligence and compliance work as interconnection queues grow nationwide amid increasing power demand. "Aneden Consulting has built a reputation for being responsive and customer focused, and that's exactly the kind of partner utilities and developers need as interconnection gets more complex," said Joe Eazor, CEO of E Source. SitelogIQ, a Minnesota-based national provider of engineering and construction program management services for modernizing buildings and infrastructure, backed by AEA Investors, has acquired IPOWER Alliance, a Colorado-based turnkey renewable energy project developer and integrator serving commercial and industrial customers. This acquisition strengthens SitelogIQ's ability to provide comprehensive energy and infrastructure solutions through its Commercial Markets business. "We are very pleased to welcome Diane and her team to SitelogIQ," said Clark Longhurst, President of SitelogIQ Commercial Markets. "Their experience developing and delivering renewable energy projects strengthens our capabilities and positions us to provide even greater value to commercial and industrial customers."

RS&H, a Florida-based national architecture, engineering and consulting firm, has acquired OMEGA Engineers (OMEGA), a Texas-based transportation and water resources engineering firm. This acquisition expands RS&H's Texas footprint and deepens its expertise in highway and bridge design, drainage, construction management, and water resources. "OMEGA's expertise in highways, bridges, and water resources directly aligns with where we are growing in Texas," said Lisa Robert, CEO of RS&H. WSB, a Minnesota-based design and consulting firm, backed by GHK Capital Partners, has acquired Foresight Planning & Engineering Services (Foresight), a Texas-based consulting firm specializing in planning and communications, geotechnical and structural engineering, scheduling and project controls, and program and risk management for transportation and other public infrastructure projects. This acquisition expands WSB's multidisciplinary team and expertise across transportation planning, geotechnical and structural engineering, scheduling, and program management, while strengthening its presence in Texas. "The acquisition of Foresight represents a strategic investment in the continued growth of WSB's transportation planning, scheduling and engineering capabilities," said Bret Weiss, President and CEO of WSB. "Foresight is widely respected for its technical excellence, responsive client service, and community-centered approach to planning and engineering. Their expertise complements our existing services and strengthens our ability to deliver integrated infrastructure solutions for our clients."
The Terracon Foundation announced on Aug. 19 that it has awarded $337,200 in grants and scholarships to 20 universities and 23 nonprofit organizations throughout the country. University awards accounted for $251,950 of the total, with the remaining $85,250 distributed as community grants to nonprofits. The awards bring the Foundation's cumulative giving to nearly $6 million since it was established in 2008, spanning community organizations, universities, disaster relief, and employee matching contributions. Derek Koller, chair of the Terracon Foundation and senior principal and operations manager of the firm's Tucson office, said the Foundation backs programs aligned with Terracon's focus on education and the built and natural environment, and works with employee-owners to help them "invest in the local students, organizations, and programs that matter to them."
